Interim Vice Chancellor and General Counsel
Before relocating to North Carolina in 1997, Mr. Hoon worked as Assistant to the Minority Leader for the Washington State House of Representatives; a medical malpractice defense and construction litigator in Seattle; and in 1992, first as legal counsel and later an in-line business officer at Washington State University. Mr. Hoon’s roles included University Real Estate Officer, Public Finance Officer, Contracts Officer, Interim Asst. Vice President, and Director of Business Services with 10 business units and operations. He has served as General Counsel at the University of North Carolina Wilmington and Deputy General Counsel at NC State. His subspecialties include non-profit boards and governance, athletics, construction and public works, public finance, capital project delivery, litigation, real estate, and complex contract management and negotiation. Mr. Hoon graduated Summa Cum Laude and Phi Beta Kappa from Washington State University in 1982 with a B.A. (Political Science), and law school from the University of Washington (J.D. 1986). He is a member of both the North Carolina and Washington Bars, and the National Association of College and University Attorneys.
